From March 27 to 28, 2025, The Government of France hosted the 2025 Nutrition for Growth (N4G) Summit in Paris. The N4G Summit is an international conference dedicated to defeating all forms of malnutrition by bringing together governments, international organisations, philanthropies, businesses, NGOs and other key stakeholders. Its objectives are to elevate nutrition as a key priority on the global development agenda and secure concrete political and financial commitments to accelerate progress against malnutrition.
In alignment with its mission to enhance nutrition outcomes by improving the consumption of nutritious and safe food for all people, GAIN registered two new commitments under the Nutrition Accountability Framework (NAF) to ensure accountability in achieving its objectives. These commitments build upon those that GAIN initially registered at the 2021 Tokyo N4G Summit.
First commitment: Improving the consumption of healthier diets for 15 million people
GAIN has committed to improve the consumption of healthier diets of 15 million people by 2027 through its project portfolio aligned with its 2022-2027 strategy. Healthier diets, especially for the most vulnerable, will be achieved by transforming food systems to improve the availability, affordability, desirability, and sustainability of nutritious and safe foods, and reducing the consumption of unhealthy and unsafe foods. These projects are actively being implemented in 12 countries: Bangladesh, Benin, Ethiopia, India, Indonesia, Kenya, Mozambique, Nigeria, Pakistan, Rwanda, Tanzania and Uganda. Throught its global alliances, GAIN anticipates extending its reach to approximately 50 countries.
This commitment and its associated projects are supported by funding from the Ministry of Foreign Affairs of the Netherlands, the German Federal Ministry for Economic Cooperation and Development, the European Union Commission, Global Affairs Canada, Irish Aid, and the Swiss Agency for Development and Cooperation.
This commitment will ensure that financial data for each project is reported quarterly, while results will be shared annually with GAIN Board using as a reporting mechanism the International Aid Transparency Initiative.

Second Commitment: Strengthening Resilience Through Food Fortification
GAIN, with support from the Bill & Melinda Gates Foundation and the Swiss Agency for Development and Cooperation, will collaborate with governments, civil society organisations, and the private sector to enhance access to fortified foods in at least five countries from 2025 to 2029: Bangladesh, Ethiopia, India, Nigeria, and Rwanda.
Building on its 2021 commitment to increase access to fortified foods, GAIN will continue providing technical assistance to governments, food producers, and civil society. The goal is for at least three countries to establish new food fortification mandates or strengthen existing national fortification programs.
To ensure the success of this commitment, GAIN will:
- Facilitate the dissemination and adoption of a digital monitoring tool designed to enhance the quality of food fortification among targeted countries.
- Continue the coordination of a global alliance for food fortification “the Global Fortification Technical Advisory Group”, collaborating with at least 20 other organizations to strengthen communication, improve knowledge-sharing, and support advocacy efforts.
- Provide financial and staff support to the Eastern and Southern Africa Regional Coordination Mechanism for Food Fortification, including assistance in developing and implementing a regional roadmap for food fortification.
As a result of these efforts, GAIN will ensure that at least 1.5 billion people will have access to staple foods. Additionally, at least one government is expected to establish a new mandate for fortification of a local staple food and nascent food fortification programs in Ethiopia and Rwanda will be supported and strengthened to the point where fortified staples are accessible across all provinces (Rwanda) and regional states (Ethiopia).

In the preparation for the 2025 N4G Summit, GAIN has been actively contributing to the N4G process. GAIN is one of the international organisations involved in the International Advisory Group (IAG) and co-facilitated the Private Sector Working Group (PSWG) with ATNi and Paris Peace Forum.
Additionally, GAIN hosted several events during the Summit, including the high-level event Private Sector and Nutrition: Everyone’s Business and the N4G side event Healthy Diets, Healthy Planet: Shaping Food Systems for Change. Furthermore, GAIN contributed to the creation of the Paris Declaration on Business and Nutrition 2030, which outlines a clear roadmap for the private sector, governments, civil society, and international organizations to foster a healthier and more sustainable nutrition economy. Moreover, upon request by national governments, GAIN has supported discussions and commitment-making processes in various African and Asian countries where it operates.
