Paving The Way To Combat Malnutrition: Kenya’s National Preparations For The 2025 Paris N4G Summit

The primary objective was to mobilize and inspire Kenyan government representatives to review and develop Kenya's commitments for the 2025 N4G Summit while reflecting on the commitments it made as a nation during the 2021 Summit.

GAIN 2025 Nutrition for Growth (N4G) Commitments
From March 27 to 28, 2025, The Government of France hosted the 2025 Nutrition for Growth (N4G) Summit in Paris. The N4G Summit is an international conference dedicated to defeating all forms of malnutrition by bringing together governments, international organisations, philanthropies, businesses, NGOs and other key stakeholders. Its objectives are to elevate nutrition as a key priority on the global development agenda and secure concrete political and financial commitments to accelerate progress against malnutrition.
In alignment with its mission to enhance nutrition outcomes by improving the consumption of nutritious and safe food for all people, GAIN registered two new commitments under the Nutrition Accountability Framework (NAF) to ensure accountability in achieving its objectives. These commitments build upon those that GAIN initially registered at the 2021 Tokyo N4G Summit.
Background
Prompted by the 2012 London Olympics, the Nutrition for Growth (N4G) Summit is the flagship international conference on global nutrition hosted every four years by the country organizing the Olympic and Paralympic Games.
N4G brings together governments, international organizations, philanthropies, businesses, NGOs and others at a global and regional level to elevate nutrition as a key element of the development agenda and accelerate progress against malnutrition.

2025 PARIS N4G
With five years left to rapidly accelerate progress toward the achievement of the Sustainable Development Agenda’s target of ending malnutrition by 2030, N4G aims to mobilise new and ambitious political and financial commitments from the international community.
The Paris N4G will have a renewed opportunity to progress the mobilization achieved at the 2021 Tokyo N4G. Hosted by the French Government on 27-28 March 2025 at the Minister of Europe and Foreign Affairs for premises, the Paris N4G will engage all stakeholders with the aim to anchor nutrition at the center of sustainable development policies, striving to bring development finance institutions on board.
What would success look like for Paris N4G?
The Paris N4G Summit aims at:
- Elevate nutrition in the global development agenda to maximize the impact of existing investment and aid to improve nutrition now and post-SDGs.
- Mobilize and catalyse interest from the international community to step up for better nutrition. With invitations extended to 30 countries, including 15 from the European Union and 15 from non-EU regions to bring a diverse array of geographical perspectives and experiences. Development banks engagement will be emphasized to deepen their involvement in addressing nutrition challenges.
- Create continuity in the N4G processes and the commitments for good nutrition, working closely with the Japanese, French and US governments, hosts of the N4G Summits
- Maintain a high level of political and financial engagement to nutrition.

What is in for GAIN?
For GAIN, in addition to supporting the achievement of the above goals through engagement and advocacy efforts, we will showcase the full range of joined-up food system interventions to achieving healthier diets for all in the countries where we are operational. GAIN will support governments in the N4G stock-taking and formulation of stronger, broader and more implementable country commitments for nutrition.
GAIN is eager to emphasise the importance of pivotal solutions such as workforce nutrition, role of SMEs and SMEs financing, and most importantly data, accountability, and policy influencing in moving forward the needle to ending malnutrition. Together with its partners, GAIN will work with DFIs and climate finance organizations to make the first time N4G nutrition commitments.
Built on our efforts at Tokyo N4G, GAIN will try to harness the capacity of the private sector to transform food systems and tackle malnutrition. Businesses large and small are the main drivers behind the action, investment, and financial flows that supply our diets everywhere. By providing an open platform for meaningful dialogue, we aim at achieving impactful and measurable results with consumers, government, investors, and markets.
Paris N4G Governance
Paris N4G will be an inclusive multi-stakeholder summit advocating for open and meaningful dialogue between different actors from all continents to move the nutrition agenda forward: governments, international organisations, civil society, investor community, philanthropies, private sector actors and many more will be called to help maintain high level political and financial engagement for nutrition.
A National Steering Committee (Team France), comprising French policy-markers, NGOs, academics and private sector representatives, will provide and coordinate the process, facilitate national and global commitments, support decision-making and finalization of the N4G Principles of Engagement, Vision and Roadmap.
An International Advisory Group (Team World), comprising international organisations, governments including a Troika made up of the last, current, and future N4G hosts, was set up in September to produce meaningful contributions around the N4G thematic priorities.
The Independent Expert Panel, bringing together a group of opinion leaders, will convey the views of high-level experts and inform the negotiations. The Expert Panel will support the identification and then prioritization of essential actions required to improve nutrition in all its aspects.

Paris N4G Thematic priorities
The 2025 N4G will feature three core areas and three cross-cutting themes:
- Nutrition, health and social protection
- Nutrition and transition toward sustainable climate-smart and resilient food systems
- Nutrition and resilience to crisis
- Nutrition and gender equality
- Data, Research, Innovation, and Artificial Intelligence
- Finance and accountability for nutrition
Six thematic working groups have gathered over the past months under the convening power of UN agencies. These groups have formulated reccommendations and examples of commitments across the six areas. The thematic commitments guides are now publicly available at the following Link.


GAIN’s involvement in the N4G Process
GAIN is one of the official partners involved in the N4G process, actively contributing to ensure that nutrition is uplifted in the global agenda, mobilizing and catalysing interest. A successful N4G is everyone’s interest. It benefits nutrition, health, and global prosperity.

GAIN countries have contributed to the national, regional and federal stakeholders mobilization and supported N4G local players with the development of the 2025 commitments. Ahead of the N4G Summit, 15 nutrition dialogues with key government officials and partners have been hosted in the past months (Nigeria, Kenya, Rwanda, Uganda, Ethiopia, Benin, India, Pakistan). GAIN presents key insights from Stakeholder Dialogues and Children’s Workshops across India, Pakistan, Uganda, Nigeria, and Kenya, showcasing progress, identifying gaps, and detailing national commitments to tackling malnutrition.
N4G Summit Agenda & Engagement
The N4G Summit will take place on March 27–28, 2025, in Paris, at 27 Rue de la Convention at the French Ministry of Foreign Affairs. Participation is limited to approximately 300 people.
Participation in the main conference is by invitation only. Official invitation letters have already been sent to states and non-states actors involved in the International Advisory Group (IAG). Invitations have been sent via the French embassies in the case of governments, public development banks and international organizations or directly for other stakeholders. For governments, while invitations are addressed to the Minister of Foreign Affairs, it is at the discretion of the Government to identify the ministry or institution they wish to represent their government. Participation is expected at Minister level and at the head of the organizations involved. Unfortunately, those who have not received an invitation will not be able to attend.

N4G Village of Solutions
Along side the official N4G summit, an exhibition called the "Villages of Solutions" will take place at Le Parc André Citroën, 2 Rue Cauchy, from March 26 to 28, 2025.
The exhibition will highlight food systems innovations, featuring 30 exhibitors from NGOs, civil society, the private sector, and governments, all invited to showcase their work and solutions. On March 26, the Villages of Solutions will be open to the public, while on March 27 and 28, exclusive to Summit participants. Further details on participating exhibitors and invitees will be shared soon.
GAIN at the N4G Villages des Solutions
GAIN has been selected to participate in the Villages of Solutions and will have a dedicated stand showcasing key initiatives, including:
- Initiatives on Climate Action and Nutrition (I-CAN)
- The Food Culture Alliance
- The Food Systems Countdown Initiative (FSCI)
Additionally, GAIN is supporting two SMEs - Galaxy Foods and Hunza Food Processing - which have been selected to present their innovative solutions to address malnutrition at the Village des Solutions.
N4G Side Events
A series of side events organized by various stakeholders will take place before and during the N4G Summit, from March 25 to 28, 2025.
To ensure alignment with the Summit’s objectives, the Summit Secretariat launched a call for applications to select events that would be granted the right to use the N4G branding and be featured in the official program. More than 100 applications were submitted, with selections made based on the following criteria:
- Relevance to the fight against all forms of malnutrition
- Adherence to the principles of engagement by all co-organizers and speakers
- Eligibility limited to in-person or hybrid events

N4G Commitment Making Process
The N4G Summit provides a platform for taking decisive action against malnutrition. Commitment makers pledge political and financial actions to accelerate progress, ensure accountability, and measure advancements toward global nutrition goals.
To make an N4G Commitments, stakeholders must adhere to the Principles of Engagement, which can be found in the N4G Paris Commitment Guide, and ensure that their commitments are:
- Specific
- Measurable
- Achievable
- Relevant
- Time-bound (SMART)
Additionally, commitments should align with the N4G thematic areas to drive meaningful impact.
The deadline for registering your nutrition commitment has been extended to 7 March 2025. However, there will be several deadlines to register the nutrition commitments. Commitments registered on the Nutrition Accountability Framework by 7 March will be included in the Compact Annex draft 1 that will be attached to the N4G Paris Declaration and presented at the Summit. Commitments registered by 31 March will be included in the Compact Annex draft 2 that will be released by end of April. Commitments registered by 30 June will be included in the final Compact Annex that will be released by 4 November and presented at the SUNGG.
Ahead of the N4G Summit: Policy Recommendations to Tackle Malnutrition
Ahead of the 2025 Paris Nutrition for Growth (N4G) Summit, the Independent Expert Panel on Nutrition (IEG) released policy recommendations to amplify actions across health, agrifood, social protection, education sectors as well as Water, Sanitation and Hygiene (WASH) system. Convened by the Paris Peace Forum and led by Shawn Baker of Helen Keller Intl., the Independent Expert Panel on Nutrition included senior opinion leaders included Lawrence Haddad, Executive Director at GAIN and many other nutrition experts. The report "Nutrition at the Heart of a Functioning Global Order" outlines evidence-based, multisectoral recommendations to address global malnutrition. This is a call to action for governments, civil society, and private sector leaders. The N4G Paris Summit taking place in March 2025 will be a pivotal moment to catalyze the political and financial will needed to tackle malnutrition head-on.
Framework for N4G Private Sector Working Group (PSWG)
The PSWG fosters an open dialogue between public and private sector actors on selected priority areas in addressing all forms of malnutrition. It recognizes that many of the root causes of malnutrition cannot be solved without the involvement of those who grow, produce, and market food. The PSWG is identifying key areas for action and facilitating the development of SMART commitments to further scale up positive and sustained private sector action for nutrition. Prioritization criteria include potential impact on nutrition, feasibility, SMART-ness, and ease of and willingness to report on progress. These commitments, while important, are part of a larger goal to catalyse sustained private sector action, complementing efforts by other N4G stakeholders.
N4G Paris 2025 Vision and Roadmap
The N4G Paris Vision and Roadmap was released on Monday, December 16, ahead of the N4G Paris Summit. Building on efforts already undertaken since its establishment, the preparation for the N4G Paris Summit presents a renewed opportunity for dialogue, consultation, and coordination among stakeholders, under the leadership of governments.
The N4G process has successfully mobilized political and financial commitments across multiple sectors, including health, food, and social protection. The 2025 Summit is a call for bold and decisive political and financial commitments to scale up ambitions and sustain the momentum achieved at the N4G Tokyo Summit in 2021.
N4G Paris aims to build on the knowledge and progress already achieved, accelerating the mobilization of resources and implementation of actions to improve nutrition and advance the 2030 Agenda for Sustainable Development.
N4G Paris Commitment Guide
In preparation for the 2025 N4G Summit, which aims to galvanize global and national nutrition action to advance the 2030 Agenda for Sustainable Development, France has released the N4G Paris Commitment Guide. This guide offers guidance to all stakeholders - including governments, donors, philanthropic organizations, UN agencies, civil society organizations, the private sector, and research institutions - on formulating bold, innovative, and SMART (Specific, Measurable, Achievable, Relevant, Time-bound) political and financial commitments.
The guide also presents high-level recommendations, outlines the criteria for making commitments, provides some examples, and defines the principles of engagement for stakeholders. This document is intended to be read alongside the N4G Paris Vision and Roadmap and will be complemented by the commitment recommendations produced by the six thematic working groups of the N4G International Advisory Committee.

N4G Summit: Google commits to boost work of GAIN’s Workforce Nutrition Alliance
The two-day Tokyo Nutrition for Growth Summit 2021 kicked off today with commitments made by leaders of governments, companies, international organizations, the United Nations, civil society organizations, and others. Key among them was the high-level commitment made by Google in the area of GAIN’s workforce nutrition.

The Global Alliance for Improved Nutrition (GAIN) commits to support these goals by improving access to nutritious and safe foods in a sustainable way. We will register two major commitments in the Nutrition Accountability Framework in relation to improving diet quality for millions of people around the world.
What is Business Committing at the Nutrition for Growth Summit 2021?
That goal was to identify ways that businesses large and small could support efforts to tackle all forms of malnutrition, recognizing that most of the core underlying problems of malnutrition can never be addressed without actions by those that grow, manufacture, distribute and market food to consumers.
